maybe that would have taught it (how) to deal with Russia?
i just realised: Russia being a neighbour to the EU, and historically allied to Serbia made an intervention from the US diplomatically "easier" than from the EU
but that was 30 years ago
today nobody has any delusions about Russia being a partner. the EU has a dependency on it for gas, and otherwise, it's a threat.
