Can I remote follow someone on an instance not federated with my instance? Can I boost them on my instance? Can my instance block other users/instances from being boosted?

@elplatt As I get it, you can follow unfederated folks, but their toots will not show up in the federated timeline. Not positive about any of those other cases...
