Really, shouldn't banning free speech be the FCCs job anyway? They already have a list of seven words you can't say on the radio.

@craigmaloney A federal civil servant on-duty writing a federal document has zero free speech in how it is created per the Supreme Court.
@craigmaloney I've been wrote up at $BUREAU for call contact reports that didn't meet task standards for just being too negatively toned.

That "surveillance" shows up 222 times in the document makes me think this is more politically motivated.

@craigmaloney If it came from OMB, it *always* is politically motivated even when it seemingly isn't regardless of who is POTUS.
@craigmaloney Keyword searching the full FY2018 justification makes it look like somebody editorialized their budget submission heavily.

@alpacaherder Considering the number of hearts in congress I dare say this would already be a doomed strategy.

@craigmaloney "vulnerable" shows up 14 times in 333 pages for FY2018.  If it showed up once or more per page for 300+ pages for FY2019...
@craigmaloney I think OMB figured out malicious compliance by CDC budget writers and tried to strike back at them.
