smart people: how would water levels be effected by nuclear war? would they be higher?

@boobs_idiot @jelle_dc What would abandoning the Army Corps of Engineers works on the Mississippi and Missouri do, is what I would wonder. Which would happen faster than the balance between AGWarming and nuclear winter, however the latter plays out.
@boobs_idiot Sea level? Hmm. Global sea level is mostly a product of temperature; a sufficiently intense nuclear war might kick up dust, blocking sunlight (nuclear winter) and interfering with the greenhouse effect. So it shouldn't increase sea levels.
@boobs_idiot I think nuclear winter might actually cause the water levels to drop a bit? Though according to wikipedia, it's disputed how bad a nuclear winter would be.
If global warming is past the point of no return when a nuclear war starts then I suppose the water level would eventually just continue to rise.
