Another issue is going to be how to have the community not only work with bug reporting apps, but also WHO to report to?
Is it a browser problem (#firefox or #chrome)? A site problem? How to figure that out.
Any thoughts out there?

The user reports the bug and associates it with the project, then anyone interested can see it. Pubsub style.
