Don't know if this will help, but I got the elephant "Sorry" page as well until I turned off my ad blocker. I use uBlock. After disabling ad blocker 2 factor authentication signup process worked for me. YMMV. Don't know if that is the case with you, but thought I would mention it.

I don't run an ad blocker except incidentally on FB (Part of Social Fixer) but I will try turning off the add-ons just in case.
