These people are different from, say, Hezbollah and groups financed by Iran. Iran is Shi'a. Sunnis want to kill Shi'a. As a result, there are Shi'as who respond with violence and warfare.
Assad is an ally to the Iranians, but mostly because he fights Sunni groups like Da'esh.
The biggest Sunni group that “finances” Sunni extremism is… the Kingdom of Saudi Arabia. Which is a creation of the British, and are staunch American and UK allies.
