Why does Radeon video encode take up so much GPU in the background when I boot into Windows?????? grrr
I'm not even encoding anything, but the Radeon Settings: Host Service apparently is and taking 30% of the GPU with it....

yep, it seems like shit related to the GTX 660 was still hanging around. thx Windows!
Cleaned all NVIDIA remainders with DDU, as well as Intel (which I never use and have ddisabled for macOS anyway) and AMD, and reinstalled AMD. Now I'm just inspecting performance....
okay so AMD background processes are no longer taking 30% of GPU when ReLive is enabled
however the performance of all the demanding games i've benchmarked before have gone down substantially and i have no idea why

@dzuk if you taunt the AMD driver by having a fresh Nvidia installer in your downloads folder, it will give you better performance.
