Import of following_accounts.csv only got 5/12 follows. Is there a lag while it sets up federation?

That is not a Mastodon instance but rather GNU Social. I set up that follow on my previous instance which is running an older version of Mastodon. That's probably the cause of the federation issue.
Just looked at where the import stopped, and it broke at the account I'm having trouble manually following.
