I need informations about trans on USA or EUROPEAN UNION country (or european country) to know if it is possible to do a transition, even if i'm not a citizen from the country.

@Ophelia In Germany it's absolutely possible to transition without being a citizen; you will probably need to have health insurance that is valid in the country though. (It's way cheaper than in the US)
