In other words, how is the USPS verifying that you are entitled to this information? I almost feel like I need to sign up for this solely to prevent *someone else* from doing this.

Absolutely nothing. Brian Krebs has a fee blog posts taking USPS to task over this.
@browneyedgirl When I read that my first reaction was relief that I don't live in the US any longer, but that was immediately followed by concern for everyone I know who does.
