2018.schors.spb.ru/ is a good site to watch the numbers. It is only in russian, though, but is pretty easy - first plot is number of ips blocked in almost-real-time, second - in the last 15 days.

Right now Russian state agency for internet cenzorship ("Roscomnadzor") is trying to block Telegram in Russia. They do it by telling providers what ips to ban.

Telegram uses Amazon and GCE to bypass the ban by allocating new ips every time Roscomnadzor bans an ip. This technique is used by another blocked tool, Zello.

Roscomnadzor so far has blocked ~2 million ip addresses. For example, it blocked /12 Google subnet. It also blocked several /14 and /15 of Amazon.
