okay last sent date + a minimum delay that gets doubled each time
what about the first one sent and the count, so that you have a total limit that changes in time and can adjust the curve later; and reset after some time
really i want to enforce a logarithimic rate but i'm not sure how to do that in a minimalist and efficient way
