Got a refund from the ARD :) About 53 euros. Which is surprising since I'd never would have thought that the issue would resolve itself and that they actually read contact forms - this was for overpayment of the tax due to some mix up.
@superruserr German Bureaucracy is probably not efficient but somehow works :D
